Booz Allen Names Bill Phelps as U.S. Commercial Business Leader

MCLEAN, Va.--(BUSINESS WIRE)-- Booz Allen Hamilton has named Bill Phelps as Executive Vice President and leader of the firm's U.S. commercial business effective Sept. 6. He brings to the position more than three decades of building technology services businesses, serving most recently as a managing director and Global Security Services Lead at Accenture.

Phelps will be responsible for expanding Booz Allen's commercial business in support of the firm's Vision 2020 strategy to achieve sustainable quality growth. The commercial strategy centers around providing integrated consulting and advanced technology solutions to clients including large commercial and investment banks, utilities, oil and gas companies, major retailers, auto manufacturers and large pharmaceutical manufacturers.

Phelps will lead professionals with skills in areas ranging from data analytics to cyber defense diagnostics and from mission assurance and risk management to technology, strategy transformation, and program management. This talented team worked with the world's largest pharmaceutical company to deliver a next-generation technology platform to protect over $50 billion of revenue a year from cyber espionage, reputational damage, and intellectual capital theft - all through predictive security analytics. And this summer, their industry-leading work to help secure the connected car was spotlighted during the release of a first-ever set of cybersecurity best practices for the Auto-ISAC, a group representing 98 percent of the cars on the road in North America.

"We're doing incredible work for our commercial clients, helping them tackle the disruptive forces of the Internet of Things and unlock the transformative power of data for their business," said Karen Dahut, executive vice president and leader of the firm's Civil Commercial Group. "With Bill's leadership, we'll keep driving our advancements in areas like cyber, analytics, cloud and agile systems development deeper into our commercial client base and accelerate the growth of our business."

Prior to Booz Allen, Phelps held a number of senior leadership roles at Accenture. His primary role from 2008 to 2016 was leading the Accenture Security Practice, first in North America and then globally. Under his leadership the practice grew fivefold, adding multiple service lines including managed security. In the past year Phelps played a key role in three security related acquisitions, led the development of a new Cyber Fusion Center in Bangalore, India, and led the creation of an Accenture Cyber R&D center in Israel.

Phelps said of the firm and his new role, "I have held Booz Allen in the highest regard for many years for the firm's deep technology expertise and its impressive client portfolio. The firm's capability in cyber, analytics and IoT are exactly what clients need today to address their most mission- sensitive challenges. I am honored to join and lead the U.S. commercial team."

Phelps is a trusted advisor to senior client security executives and a widely respected keynote speaker and panelist at major security conferences. He earned his MBA from the University of Texas at Austin where he won the 1986 Moot Corp Venture Design Competition and holds a Bachelor of Arts degree from the University of Connecticut.
