U.S. Marine Corps Awards Booz Allen Hamilton $48.6 Million Contract to Help Improve Resource Allocation

MCLEAN, Va.--(BUSINESS WIRE)-- The U.S. armed forces are constantly evolving to meet complex and varied engagement demands around the world. To support this need for agility and enhance the Marine Corps' decision-making processes in critical areas such as operations planning and personnel readiness, Headquarters, U.S. Marine Corps (HQMC) has awarded Booz Allen Hamilton a $48.6 million contract for technical, managerial and quantitative and qualitative analytical support. Booz Allen will support HQMC's Program Analysis and Evaluation (PA&E) Division, which was tasked in 2015 by the Marine Corps Commandant with serving as the independent evaluator for all major resourcing decisions in the Marine Corps.

"The Commandant of the Marine Corps, Deputy Commandant for Programs & Resources and other Marine Corps senior leaders rely on independent and objective analysis to maintain force strength and readiness," said Stephen Soules, an executive vice president who is responsible for Booz Allen Hamilton's Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) services supporting the U.S. Navy and Marine Corps. "Booz Allen's people possess a set of advanced technical skills and agile experience in program analysis and evaluation. These skills, coupled with our commitment to exceptional client delivery, make our firm well equipped to meet HQMC's needs."

As the prime contractor, Booz Allen will lead a team of six other businesses in assessing plans, programs and budgets for the Marine Corps. The firm will support the analysis of issues such as force structure, manpower, aviation readiness, ground vehicle modernization, information technology and infrastructure planning. Booz Allen will combine both traditional management consulting approaches with innovative data analytics capabilities for this five-year, cost-plus-fixed-fee (CPFF) contract. Specific services will include cost analysis, strategic planning, operations research, modeling and simulations, advanced data science and cloud solutions.

"Booz Allen is known for high-end technical and analytical capabilities and the ability to bring innovative approaches to complex issues," said Jennifer Ezring, senior associate at Booz Allen. "We combine this expertise with a deep understanding of the operational demands and budget constraints that the Marine Corps and other branches of the U.S. military have to balance today.
